OSCE

 The OSCE grounds its activity on the principles of the Helsinki Final Act (1975) and on the Charter of Paris for a New Europe (1990), which promote peaceful resolution of conflicts and the disarmament of the parties involved.

In implementation of this general mandate, the political bodies of the organization can decide, through politically binding decisions, to recommend to Member States to institute sanctions with the aim to determine states involved in conflicts in Europe to solve them by peaceful means.
