Participation of Secretary of State George Ciamba at the First Committee of the 73rd Session of the UN General Assembly

Secretary of State for Bilateral and Strategic Affairs in the Euro-Atlantic Area, George Ciamba, participated on October 17, 2018 at the First Committee of the 73rd Session of the UN General Assembly, in the segment dedicated to general debates.

In his speech, the Romanian official reaffirmed Romania's long-term commitment to multilateralism and its national contribution to efforts to promote international peace and security in the context of Romania's candidacy for a non-permanent seat of the UN Security Council in 2020- 2021.

Secretary of State George Ciamba stressed that, from our country's perspective, "the Nuclear Non-Proliferation Treaty continues to be the best instrument to support global efforts for a nuclear-free world." He also reiterated that the effort in the field of nuclear disarmament must be a collective one, carried out step by step, in line with the security challenges and the commitments made by the participating States to the Treaty.

The Romanian official has stated that during the EU Council Presidency, Romania intends to play a constructive role in the nuclear field, with an emphasis on the organizations in Vienna, including on issues such as nuclear safety.

Also, Secretary of State George Ciamba had a bilateral meeting with UN High Representative for Disarmament, Izumi Nakamitsu, an occasion to send a strong message of support for efforts to strengthen the global non-proliferation and disarmament regime.

The UN Committee on Disarmament and International Security (UNDC) – First Committee - is one of the six main specialised bodies of the UN General Assembly, in which all member states of the organization are represented. The objective of the First Committee is to promote the general principles of cooperation among states in order to maintain global peace and security and to strengthen the global stability by disarmament.  The First Committee portfolio includes all aspects covered by the UN Charter on functions and competences of each body of UN in areas of disarmament and global threats to peace.

In 2018, the First Committee’s works of the 73rd Session of the UN General Assembly takes place from 8 October to 8 November. The works will be chaired by the permanent representative of Romania to the UN, Ambassador Ion Jinga, who was elected in June 2018 by the UN General Assembly plenary during the 73rd session of the UNGA (September 2018 - September 2019).

Izumi Nakamitsu was appointed UN Under-Secretary-General and High Representative for Disarmament on 1 May 2017. Previously, Izumi Nakamitsu served as Assistant Administrator of the United Nations Development Program's Crisis Response Unit since 2014.
