  Eastern Partnership Platform 4:  Contacts between  People (

A partnership launched by the EU Commission in 2008, as part of the European Neighbourhood Policy, for the promotion of democracy, sectorial reforms, economic and social development in countries of Eastern Europe and Caucasus (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, and Ukraine). EaP is organised in four platforms, which set out realistic co-operation objectives and adequate working programmes, which are reviewed periodically

Platform 4: Contacts between People was launched on 10 June 2009.

Objectives : culture, education, research, youth

-          Education: special attention to the increase of student, professors, researcher, youth mobility and teaching  foreign languages as a means of promoting mobility;

-          Research: opportunities offered to the beneficiary countries to participate at EU research programmes as: ERA WIDE, FP7 as well as invitation launched to their excellence scientific centres to join the JRC (Joint Research Centre – EU’s scientific and technical research laboratory);

-          Culture: implementation of a cultural dialogue policy through an increased participation of the Eastern partners in the EU cultural programmes and the creation of concrete programmes to be financed by the EU;

-          Youth: support for the initiatives and projects dedicated to youth, especially under the “Youth in Action” Programme (a new 9-year EU strategy for youth) and under  „Investing and Empowering Youth” Programme (that stipulates a closer cooperation both within the EU Commission and among the member states, in order to open opportunities in fields such education, employment, stimulation of creativity and entrepreneurship and to strengthen the foundation of solidarity - voluntaries, social inclusion).

Active participation in administering the files on the EU agenda, EaP included, is a priority of the Romanian foreign policy.

Romania supports the CoE initiatives within the Platform 4 of EaP and cooperates with the other European states to the creation and implementation of the 2010 – 2013 Programme which stipulate concrete activities in the field of education, culture and youth.

As donor state, Romania offers to the beneficiary countries study and research scholarships, as well as technical and financial assistance for heritage conservation (click Anexă 1).
