He was appointed State Secretary on the 19th of May 2017. His professional career was built in the Foreign Relations field: Counsellor/chargé de mission at the High Council of Francophonie (2005–2006), Professor - Researcher/ enseignant-chercheur at the Centre for History of Contemporary International Relations, the Pierre Renouvin Institute of Paris University 1 - La Sorbonne (2008–2009), Journalist at Radio France International (2007–2012), Counsellor for Francophonie at the Office of Minister of Foreign Affairs (2012), Director General of the External Cooperation Department at Romanian Cultural Institute (2012–2103), foreign policy analyst and commentator  for several radio and TV stations, but also for central media publications, senior analyst at Romania Energy Centre (ROEC), Counsellor at the Office of Minister Delegate for European Affairs (since February 2017). Professor at the National School for Political and Administrative Studies, Stefan Popescu holds classes with a European thematic.

Stefan Popescu has university studies in contemporary international relations at the Paris University 1 - La Sorbonne (Bachelor’s Degree, Master Degree and Doctorate under the guidance of Professor Robert Frank). His Phd thesis about Albania in the French foreign policy obtained the Summa cum laude and Unanimous Congratulations from Jury distinction. Likewise, he holds a second Master Degree in Geo-politics at University 1 - The Sorbonne and Superior Norma School in Paris (ENS-Ulm). During his university studies he was a scholar of Government of Romania at the State University in Tirana and Paris University 1 - La Sorbonne, and during his Phd studies he was a scholar of the Francophonie University Agency and of the French School in Rome.

He speaks French, Italian, English fluently, and has knowledge of Albanian language.
